I HAVE A 2000 FORD CROWN VICTORIA POLICE INTERCEPTOR CAR THE WATER LEVEL LIGHT COME ON AND THE CAR SHUTS DOWN EVEN IF THE CAR IS COLD COULD IT BE THE HEAD SENSOR IS BAD, AND WILL IT MAKE THE CAR SHUT DOWN AND MISS. i HAVE PUT NEW PLUGS INTO THE VEHICLE AND IT STILL DOES THE SAME THING.

NO ONE CAN FIGURE IT OUT, POSSIBLE COULD IT BE THE COIL PACKS.

The coil is a good possibility.  We have run into about 10 of ours that had that happen to them.  Can't offer advice on which one as it varies from cylinder to cylinder.  The coil is shorted internally causing the problem.
