Car overheats when in slow moving traffic.

I have a 1998 BMW 528i. with 90,000 miles.  I recently had the thermostat replaced along with the thermostat housing and fan clutch.  I had the radiator flushed last year.  When I'm in stop and go traffic the gauge will steadily move into red.  Once I traffic starts flowing and I can drive without constantly stopping, the gauge moves back to normal.  At this point I don't know what else to have checked/replaced.

Make sure that the fan is coming on when it should.
The temperature sensor can be check if fan not coming on.
check air dam for damage, that could not direct enough air up into the radiator.
